surprisingly the answer is neither. It only grows as fast as the owner can make it grow. Yes, stuff like affiliates are a factor, but their activity and the growth in general all comes down to how the owner manages the site over an extended period of time. That's why when I tell you about new launches, I talk about the owner a lot. ;)
